Overview

Harbourline brings 62 high-quality affordable homes to Saint Paul, transforming a remediated industrial site within the growing Farwell-on-Water district. All units are income-restricted at or below 50% of AMI, with 6 set aside at the deeply affordable 30% AMI threshold. The project enhances access to Harriet Island and riverfront walkability, offering curated amenities and public spaces that support environmental goals, neighborhood stability, and community connection through equitable, design-driven development.

Harbourline delivers 62 high-quality affordable apartments in Saint Paul, Minnesota. This new-construction building anchors the 7.25-acre Farwell-on-Water district—a reimagined riverfront neighborhood located just east of Harriet Island on Saint Paul’s west bank. Together, these efforts are transforming a former industrial site into a thriving, creative community. Harbourline strengthens economic diversity in the transforming Farwell-on-Water district, advancing Saint Paul’s housing goals while demonstrating that exceptional design can accompany affordability and help prevent displacement as revitalization accelerates. All 62 homes are income-restricted at or below 50% of the area median income (AMI), with 6 units set aside at the deeply affordable 30% AMI threshold—supporting equitable access to housing in a rapidly developing area. Strategically located, Harbourline connects residents to public amenities, Harriet Island, job centers, and community resources. Site planning enhances walkability and creates natural connections between the building, its public spaces, and the evolving fabric of the district. By integrating with its surroundings, Harbourline becomes part of a cohesive neighborhood experience rather than a standalone project. Offering a mix of one- and two-bedroom units, the building includes curated amenities such as an activity room, community lounge, and outdoor patio, along with community gardens and a pet run shared across the larger district. As part of a broader district-scale sustainability initiative, Harbourline brings environmental quality within reach for communities historically excluded from green development, demonstrating that high-performance housing can be both accessible and affordable. The project is LEED Silver Certified and meets Minnesota SB 2030 performance benchmarks. Site conditions reflected the industrial legacy of the Farwell-on-Water district. Built on the grounds of a former lumberyard and macaroni factory, Harbourline overcame significant site challenges including shallow groundwater,
